I've been driving my El Camino a bit this winter. It's been around or below zero for some days lately, but the engine (500) has been starting OK with no problem at zero temps. I have to give credit to the Power Master starter, ( p/n 9511) to turn it over very well ! It doesn't want to stay running unless I work the pedal a bit for a minute or so. Don't remember where the choke is set, but I'll have it in the shop (heated ! ) in a few days, to see how it's adjusted.

I believe you just loosen the round black plastic cover on the pass side of the carb and rotate it richer or leaner
    (Rochester).

You are correct ! I do believe I have some sticky linkage in the fast idle/choke area. May have to spay some
    carb cleaner in there !
